The people wanted the old style light bulbs over the new fluorescent light bulbs. The legislature took a baby step with state nullification. The law nullified the federal mandate of these fluorescent light bulbs that are proven to be unsafe when they shatter. Even though the news of Governor Perry signing the bill into law is a small victory for state nullification. It did not make too much attention in the news.
