You'd have to lease the property for the dump, contract social workers to train the locals/cleaners, possibly have a company supply boots and bags (big promo-gov-corp op) and then have a start date for each section. Probably best to work from the city center out to the fringes so the vehicles can move easier.

Yeah because the politicians are the ones throwing trash all over the place, sometimes the politicians are not to blame, like in this instance, it's the dirty lazy bum people throwing garbage all around and them and shit in the water, shit on the beach, shit in the corners, shit in the alleys and shit all over the place.

There's one thing to be poor and there's an entirely different thing to be a polluter like these people seem to be.

Even Animals don't shit in their own nests. My dogs when they have litters clean up after their puppies until they can waddle out of their whelping boxes.

They have gotten used to it themselves and don't care either. You can't fix apathetic people unless they want to change themselves.

One thing I want to mention before I go was that there were people shiting in the hallways of apartment buildings after Sandy. It was on the news and we think were civilized. There will always be those that just don't give a shit period even here in North America and they know better.
