Observations come first, then comes the hypothesis with mathematics that allows predictions and both the hypothesis and predictions are tested against observations. If the hypothesis is confirmed by experiments, we may have something. If the hypothesis is not supported by the experimental results, off to the bin with it! If you can't test a hypothesis against experiments, it's not a scientific hypothesis. That's one reason why the string theory is bollocks.
