That formation has been happening around the world for a while now. From what I have read they are going to make them selves known late 2012 or early 2013. Dont quote me on that though. Thats just what lots of other people have said in books.

Optical communication system, why?? are they planning on using these lights to talk to ETs, why the fuck would we require LED morse code lights shining down on us, what, to warn us in morse code (because of communications going down) that a big fuck off meteor is coming or something...

Parachute flares over Fort Hood....happens all the time. Notice that they all are slowly getting closer to the horizon.

I can only think that they were those cube sats (posted above). 5 Cubesats with LEDs on them were released back in October, they probably were testing 4 of them on that video...
