EMP pulse generates a dynamic electromagnetic field that induces currents in closed circuits. It's more likely that the hundreds, thousands, or probably tens of thousands of enemy cells (Cuban, Venezuelan, Iranian, Russian, Mexican, etc.) in this country would commit sabotage against the power grid.
