Listening to the conference (what you can make out over the translator), it actually sounded more as the guidelines and benchmarks necessary to be reached in order for an actual cease-fire to begin.

This is well likely part of the plan - to show a multi-national agreement on conditions, knowing full well that Hamas & Co. cannot/ will not meet these benchmarks. In turn, that would provide an open door of retaliation since Israel extended the hand of negotiations that were even supported by Egypt.

Don't roll up the thread yet - no way I believe this operation is even near completion.
