Israel does, they send their women and children and even men who do not actively serve to bomb shelters. Hamas hide in the homes of women, children, and men who do not actively serve in their terrorist organization and when Israel takes them out of course there is collateral damage. Hamas can sure talk the talk but they do not have the guts to walk the walk.
