Because Hamas is in all parts of Gaza. Calling it a "refugee camp" is propaganda. There are weapons and Hamas in the "refugee camp"

Obviously if the goal was to kill everyone in Gaza, the navy would line up a bunch of ships and just start firing shells at every building in sight, while F16s and tanks steamrolled the rest. Gaza could have zero Muslims living in it in a matter of hours.

Now explain to me how you think again?
