Actually Israel killed the 2 most imporant Gaza commanders --- Ahmed Ja'abari and his deputy Raed al-Atar who at times even went over Jabari's head in devising complex operations against Israel at Iran's behest.

Israel also took out Mahmoud al-Zahar who is a HAMAS co-founder with Sheik Yassin & Rantisi (both killed in 2004)

Now Israel did spare HAMAS Poliburo Chief Khaled Mashaal who is hiding overseas and who is getting ready for retirement, doesn't really have a say in Hamas military operations....

Israel also spared PM Ishmail Haniyye, de facto political leader inside Gaza... and Meshaal deputy Politburo chief, Marzook.

Because the latter 3 are political figures, more figure-heads than anything else --- killing them right now would be more (diplomatic) trouble than they are worth.
