It's a figure of speech.

By agreeing to this "ceasefire" where Gazans can still fire rockets, as long as they aren't fired by "Hamas", and Israel can't retaliate against rockets, Gaza only has to parrot the line that "it wasn't Hamas that fired it" so Israel broke the cease fire if they retaliate.
