The goal is to stop tax refund checks to people who do not pay taxes. They know they will not get insurance.
Quoting: Chrit I guess the idea is that the money they'd get back would go to cover the fine for not being insured. But I still don't understand how it works if you have insurance then lose it. Will COBRA become mandatory?
