I propose the following system
only the following may have Children
-Those who are in the top 10% of the wealthy
-those in the top 1% of the hard sciences (math/physics)
-those in the the top 0.5 % of the other sciences
-those who are in the top 0.5% of athletics
-those who are in the top 0.5% of civil service
-those who are in the top 0.5% of the military (as
distinguished by various medals of valor)
irregardless of race, religion or ethnicity
the top % will be chosen by testing and net worth
who we don't need are
-the rest of the population
-that includes You

With only wealthy having children, who is gonna do all the grunt work? For every wealthy family you need 10 poor families to do all their work for them.
