How can the camera be moved when its solidly mounted, and why is the house in the background not "blurred" from the "movement"?

For those that say its camera movement, look at images of light trails from city cams, those cams are mounted solid with long exposures that capture moving light, same with this footage, thats why the house in the background isnt blurred.
