He should claim it's a flower garden. Even vegetables flower occasionally! The beauty of a potato-plant flower exceeds many commercial blooms in my opinion. The law is an ASS, and it seems it is now every citizen's duty to figure out the LOOPHOLES for himself/herself.

"The city says that is so neighborhood lawns appear clean and inviting, so as to preserve property values." I do not see why a vegetable garden would not increase property value. Having vegetables growing in his lawn would be a sign of fertile ground. There are many benefits to living on fertile soil. If he had a bunch of trash and junk in his front yard this would be more understandable. But a vegetable garden is beneficial to everyone.
