Ricardo Montalban was great as Khan. Don't forget he played the role originally on STAR TREK TOS in the episode "Space Seed", a great episode and follow-up... as I understand it, the role of Khan is also in the next STAR TREK with Chris Pine.

but strangelove isnt really a villain, he's just a neutral nutjob, like buc torquist (george c scott), or keenan wynn. gen ripper actually plots forcing a first strike that will ultimately destroy half the planet(to his knowledge), you really don't get much more villainous than that

Thulsa Doom with out a doubt is the Number 1 bad guy. James Earl Jones was perfect for the role. Come on think about it Doom set the standard: the voice of Darth Vader, warlord bad ass, transforms into that huge snake, the charisma of Ted Bundy, political savvy of Hitler, intelligence of Newton, and the crazed ruthlessness of Noonien Singh Khan(Star Trek 2 for the uninitiated he should be #2 on the list).
