Actually it's not workers' job to complain about management salaries. That is the job of the owners.
If it's a closely held company, that owner may be one person. If it's a typical large corporation with stock traded, that may be lots of small shareholders who have difficulty unifying to negotiate against management.
But even though it's a difficult pill to swallow, it seems the workforce is more replaceable than the management. Also in aggregate much more expensive.
Again, workers should not try to "level the playing field" against management esp. top management. It's emotionally tempting, but irrational.
