Not all homeless people are completely penniless; they might have a little left over from before they became homeless or maybe some from panhandling or odd jobs. There are cheap cell phone plans, maybe that's what he has. Could be he owned the phone instrument itself before he became homeless. Could be he is trying to find a job and needs the phone for that purpose as well as to communicate with family, friends or to summon police help if needed. Although I doubt if he will want to call police for anything in the future. Had to talk the time, energy and money to bring a charge (no pun) against the guy knowing he has no way of paying it. By walking up and talking the guy he might have made a contact he could use later if something really bad does go down. Geez. Our tax dollars hard at work, saving us trillions in energy costs. |

That must be to prevent people from using the electricity. I work for our library, and inside we have any number of outlets that our public can (and do) use to power up equipment/laptops/cellphones. We don't mind, and it helps those who really need it (and those who just forgot to charge up the previous evening). Just come inside. Don't break the lock and try to do it outside. That'll just piss off the powers that be. |

One sleeps in his storage unit in the daytime and cruises the streets and various places all night and the other is presently in a shelter for awhile. Without cellphones they would be so restricted from any kind of contact with friends or loved ones. |
