Yes if removed for operational reasons like repairs. But there is nothing that would prevent the rods being moved in small groups in water filled trucks. Especially if its a martyrdom operation. After that it is just chemistry to extract the plutonium. Very very dangerous with fresh fuel, but this is a country that fought the Iran Iraq war with human waves.
There are eager martyrs available.

I think it is more likely that they are collecting enough of the material to make a bomb to be used against Israel at this time when a war is already ongoing. Just so they can get in on the action in a meaningful way.

They can even put it in small rockets to make a dirty bomb and cause world wide fear and panic. Iran wants attention and knows how to get it.

Stock up now and avoid the rush...

The real question is...Do we do something about it before it happens or when it is too late? Either way, Folks are going to fry, folks are going to die.
