Are they assuming the economy is going to get better?

Real unemployment is between 16% and 22%, depending how one measures it.

You Are correct. I expect to see real unemployment at 25% - 30% by the middle of next year. I work in the broadcasting business. Clients are preparing to slash expenses (workforce) and prepare for a very rough 2013 - 2014. Keep in mind this industry's revenue is based on advertising of retail goods and services. Not a pretty picture, fasten your seat belt.
