NEED HELP!? SATANIC SYMBOLS...

Hello Everyone,

I need some clarification on some symbols painted on a board. It was drilled into my Dad's housing edition sign. He's a contractor and has a neighbor who's been terrorizing them. I have a pretty good idea about some of them as I've read a lot about Masonic/Satanic symbology and practices but some of these baffle me.

The pictures below were taken yesterday after this sign was found in front of the housing edition. My parents are the sweetest Christians you'll ever meet but they have a neighbor who has made it his life's mission to destroy them. I think there's more here at work than just a "Man." This person acts like a total demon!
My mother's name is PATTY and to me the two writings in red on either side of the triangle say her name backwards. Also, I believe the crescent moon is an occult pagan symbol and means LUCIFER.

The symbols I'm confused about are the circles with the arrows and the gavels or (mauls). I know the Masonic Maul is a symbol for violent death but what do the circles and arrows mean?

The back of the sign had three upside down crosses and the doll's head is brown and curly like my mother's with pins in it's face. Is this just a ruse to upset my parents or has some creepy curse been set in motion?

I should also mention, that the Police do not think it was the work of kids as my Mom's name is written and they couldn't find any fingerprints. The person wore gloves.
