You are mistaken. The source of corruption does not and cannot leave and randomly regenerate itself every 2, 4 or 6 years with elections. For what you say to be true, that evil must maintain a foothold between election cycles, which it accomplishes by having as its primary host our intelligence agencies, most notably the CIA, as you'd expect considering they have the most dealings with foreigners.
