Iraqi police clash with Kurdish guards, 1 dead

A shoot out between Iraqi police and Kurdish guards in a disputed northern city left a civilian dead and four policemen wounded on Friday, adding strain to already deteriorating relations between the Arab-led central government in Baghdad and the self-ruled Kurdish region.

It was the first time casualty-causing clashes occurred between the two sides for years, although they have been at loggerheads over land, natural resources and how to share power since the 2003 U.S.-led invasion toppled Saddam Hussein.

The clash occurred as police commandos were attempting to arrest a Kurdish smuggler in the city of Tuz Khormato... Baghdad-run security forces are not allowed to work inside the Kurdish autonomous region itself.

Background - Iraqi Government and Kurdistan at Odds Over Oil Production

The re-emergence of Iraq as an oil powerhouse is sending ripples through the Middle East and the industry as a whole.

Hussain al-Shahristani, Iraq’s deputy prime minister, said Iraq did not recognize Kurdistan’s contracts with oil companies.

Iraq has surpassed Iran as the second-largest member of the Organization of the Petroleum Exporting Countries, after Saudi Arabia, raising questions about whether other countries will need to reduce oil production to accommodate a rising Iraq.

But tensions are evident between the federal government in Baghdad and the semiautonomous Kurdistan Regional Government, which is based in Erbil in the north.

The Kurds, who suffered terribly under Saddam Hussein, are determined to maintain their autonomy from Baghdad — not least by developing their own oil resources. The federal government insists that it alone has the authority to grant access to Iraq’s natural resources. But the Kurds are attracting some of the world’s top oil companies....

The president of Iraq's Kurdistan region has ordered its peshmerga security forces on high alert, a statement issued on Saturday said, attributing the move to clashes with central government forces...

Tensions between Baghdad and the autonomous Kurdistan region in northern Iraq have been running high after the establishment of a new military command covering disputed territory, and over various other long-running disputes.

Kurdistan president Massud Barzani called "on the peshmerga forces to exercise restraint in the face of provocations, but also to be in a highest state of readiness to face any aggressive acts," the statement on his website said.

Iraq PM warns Kurd security forces to stay put

Iraq’s premier has warned Kurdish regional security forces not to advance towards government troop positions, a military spokesman said on Monday, after deadly clashes in a flashpoint northern town.

Prime Minister Nuri al-Maliki’s office warned the Kurdish forces, known as peshmerga, “not to change their positions or approach the [federal] armed forces,” Iraqi military spokesman Colonel Dhia al-Wakil said in a message received by AFP.

The warning was an apparent response to the deployment of thousands of troops from the autonomous Kurdistan region as reinforcements to disputed Tuz Khurmatu, though many of them were subsequently withdrawn, a high-ranking Kurdish officer told AFP.

Clashes in the town on Friday that killed one person and wounded others took place between peshmerga and Iraqi government forces, Kurdistan president Massud Barzani said, but an Iraqi general denied Kurdish forces were involved.

This is because those stank ass arabi Iraqi government want the whole of Iraq as a unified front against Israel. But Kurdish people have never been good puppets of Arabs. Quite the opposite. And Kurdish and Jewish people go back a LONG way.

So when Iraq government says they don't want to sell oil to US or Israel, Kurdistan is not burdened by such religious nonsense. Kurdistan can sell what they want to who they want.

The long-standing rivalry between the Iraqi military and the Kurdistan Regional Government’s (KRG) paramilitary Peshmerga forces may be coming to a head, with the faction’s commander Mahmoud Sankawi warning that a major clash with Iraq could erupt “any minute.”

The immediate dispute centers around the central government’s deployment of tanks to the area around Kirkuk, which the KRG has provisionally claimed as its own. Sankawi said the Peshmerga would not allow the Iraqi military to threaten Kurdish interests in the area.

The fight goes well beyond just Kirkuk, however. KRG officials have been predicting a fight for years, and earlier this month Iraqi Prime Minister Nouri al-Maliki demanded the KRG transfer the Peshmerga to his personal control.

In response to the deployment of large numbers of Iraqi troops and Dijla Forces in Kirkuk, Kurdish military officials have dispatched thousands of Peshmerga forces to the province.

Halgurd Hikmat, the media officer of the ministry of Peshmerga has confirmed that the Minister of Peshmerga Sheikh Jaafar Mustafa and his deputy, Anwar Haji Osman, are meeting with Peshmerga forces in the area.

“The Peshmerga are prepared to counter any movement by the Dijla Forces,” Hikmat said.

Abu Karwan, a senior official from the Kurdistan Communist Party—expected to mediate between both sides—told Rudaw that no negotiations are happening at the moment and the possibility of military confrontation is very high.

Commander Mahmoud Sankawi said Wednesday that the forces were shifted to the Khanaqin area overnight from the nearby town of Kifri. The move came a day after the government sent tanks and armored personnel carriers to the Kirkuk area, some 60 miles away. That area is also claimed by both sides.
