Both are going to wreak havoc on the human body. If they're aiming to hit a small region, my guess is they would go chemical. But for all out population reduction bio is definately the way to go,.

It all depends.. There's a plethora of ways a chemical attack could be delivered. There are so many highly toxic, caustic, and immediately poisonus chemicals that this could definitely be the most twisted type of attack, movie style..

Then you have bio-warfare, which could range from exposure-only deaths or something that is contagious.. Regardless, biological and chemical warfare are scary things to think about. The potential for chaos would lie in the creativity of whoever was making the attack.
