I try to respond to anyone who takes time to tell me hello, but there are times where I look straight at someone but am actually walking around somewhere in the clouds with 1000000000000000000000 other things running through my mind. At that point I at least try to make a quick smile or something.

I always say hi back or at least smile and nod. Something to at least acknowledge the other person spoke to me. The only reasons I wouldn't speak would be if I was thinking about something else and truly didn't hear them or if the person creeped me out or scared me for some reason. I do think it is very rude not to say hello to someone if they speak to you. Though, if you totally creep me out my southern manners go out the window.
