I have only read the first page of this thread....so, if someone else has posted this, please forgive and ignore. Who pays for that? Besides the children, I mean...How is this saving anyone any money? Also, there's something in there about enforced rehab....who pays for that? |

Drug use is a huge reason for poverty, as people spend their disposable income on drugs, then have none left over for essentials. Enter their government.
