FDR was a 1%-er. He wasn't necessarily in favor of all the New Deal social welfare programs he implemented, but he knew that he had to do something to stabilize the country and keep the sheep from rising up and revolting and going full socialism on him. He didn't end the monetary system because he was part of the elite class that benefited from the monetary system and he didn't want that to change.
