Seattle gets cold, but not nearly as cold as the mainlaind US North it gets lots of moisture and cloud cover that keeps the high pressure cold Norther winds at bay.

Minnesota, Wisconsin, North Dakota... That is fucking cold. Like Alaska.

Simple , when downstairs tenant moves out , make a hole someplace inconspicous and voila free heat and they wonder why the heat bills are so high. Specially good if they are vermin and have the welfare people pay the utility bills ) Then they never even see the bills.
