Any Information out there about a half body ghost

I run a group of local paranormal investigating unit. I currently have multiple eye witness reports of a ghostly image starting from just the waist down to the feet running down streets at moderate speed. No identifying clothing or color. Feet seem to connect to ground upon impact. Semi apparent, about 3 feet in height. Dissipates after about 10 seconds of viewing.

I am having trouble connecting to any resources of any previously recorded events. Does anyone have any links or resources about similar sighting? (trying to figure out what i'm about to deal with) Thanks in advance.
