2. Because it may not exist at all. I missed the memo on the thing being a guarantee, or the memo about all guarantees being credible, so its at least uncertain. If it doesnt actually exist, then people are creating it artificially as a crutch for thought-> action if they consciously manipulate it, and if they arent, then they are allowing others to create one for them that affects them. The best method is to assume that you are either purely conscious or asleep unless in death or under the influence, which then must be considered as indeterminant at the moment
