When you say "America" this is not exactly correct since there are Americans and then the Federal Gov out in Washington. When Washington was founded the states & Americans demanded a Bill of rights that included protection of gun rights (2nd amendment) that Washington did not originally include in the Constitution or want. After the Civil War these rights began to be eroded away.

Whatever 'waste' you mean must come from those running the Gov.
