This was already tried. We had the votes and Rick Perry stepped in at the last minute to make sure he didn't back up all of his tough talk against Washington. Obama admin threatened a state wide no fly zone as well.

Banning pat-downs without simultaneously banning/eliminating all body x-ray machines just invites mandatory x-rays.
