Jehovah will give Jesus the go ahead more likely to intercept than prevent because if he prevented a mass launch it could be said man built them but never really used them. Waiting for a mass launch to destroy Satan's global military industrial complex would likely be the most opportune time possible to settle the issue of universal sovereignty.
