He had two swear ins the first time remember. There was supposedly a mistake so the public one didn't count and the real one was done behind closed doors. Probably some law that says if your not really sworn in you can't be held accountable for something you've done or for not being a citizen. There is no way its a coincidence that he gets two swear ins again.
