In Bible prophecy, "beast" symbolizes a nation... not a man.
The first and second beasts of Rev 13 are the USA and the
Edomite-jew state... the second beast is also called the
false prophet. The second beast [fake Israel] existence
is based upon a LIE... the lie that it is the fulfillment
of the regathering of Israel prophecy.

For, behold,
in those days, and in that time, when I shall bring again the captivity of Yahudah(Jews) and Yerushalayim (Jerusalem), Joel 3:1
YHWH also shall save the tents of Yahudah first, that the glory of the house of David and the glory of the inhabitants of Yerushalayim do not magnify themselves against Yahudah.
In that day shall YHWH defend the inhabitants of Yerushalayim and he that is feeble among them at that day shall be as David; and the house of David shall be as ELOHIYM, as the Angel of YHWH before them.
And it shall come to pass in that day, that I will seek to destroy all the nations that come against Yerushalayim. Zech 10:7-9
In those days and in that time - The Jews Return to Jerusalem their inheritance.
It is the Jews who return first to their tents/homes
In that day YHWH will defend the inhabitants of Yerushalayim, the House of David, The Jews
