Only someone from GLP can crack this code

They GIVE you the name of the pigeon. All carrier pigeons had code names that were derived on their age and departure.

NURP.40.TW.194 is posted at the bottom, which means the pigeon was born in 1940, and likely departed from Twickenham (TW).

Hopefully this steers someone in the right direction.

Is what I see, however, my vision is not perfect.

It took THOUSANDS of code breakers at Bletchley Park in WWII to break Nazi Enigma codes.

During WW2, messages to and from spies were often encoded using a "One-Time Pad". Essentially, the sender and receiver would agree on which code page to use on any given day to encrypt/decrypt a message.

The code page from the pad would only be used once, then destroyed.

Code strings were made up of genuinely random letter sequences, selected by teams of women rolling dice, or flipping coins, all day.

The message would typically be split up into 5-symbol groups, including punctuation. Each character of a group would be added to the corresponding character on the code page, eg. A + K would result in L, for example.

Decryption was the reverse of this, subtracting the code page character from the encrypted message character.

If it is a one-time message, then, without the original code page from the one-time pad, it is truly unbreakable.

There are 5x27 letters, which can be grouped by 9x15 or 3x3x3x5. Considering repeating AOAKN which is either random or "the key", grouping can be 5x25 or 5x5x5?
Considering the possibility of one more 5 letter key, grouping can easily become 24x5 or 6x5x4.
How many cipher methods there could have been employed in the field during WWII?
