Actually this was started in 1993 when Clinton became president. He stated that he would celebrate the day America became a non-white majority and began working towards that. The biggest increase in non-whites was during Clintons time in office.

Bush only put the breaks on it for a while and considering that illiegal immigrants from the middle east caused the worst terrorist attack ever according to him his absolute zero work on ending immigration was a joke.
