Not true. It's simply that he recognises not just ONE intelligence agency was involved and does not focus on Mossad because he knows that leaves the picture incomplete. Several countries assisted in 9/11: Pakistan (head of intelligence ordered Ahmed Omar Saeed Sheikh to send $100,000 to Mohammed Atta), Saudi Arabia (sent hijackers to USA, ostensibly as drug smugglers but set up as patsies for 9/11 hijackings), Israel (Mossad assisted demolition of towers).
