I suspect that part of it is just our ancient infrastructure that hasn't been replaced in 50 years or more. Gas lines put in the ground to feed neighborhoods have been left there, un-inspected for the most part, since they were installed - in many cases pre-1940 depending on the age of the area. Utility companies don't want to spend the time and money to open the ditches, clean off the dirt and inspect each pipe they own. Understandably.

Now that the earth itself is shifting (even slightly) seams and joints are being stressed like never before and leaks develop. I know propane is heavier than air and tends to gather on the ground. Natural gas may do the same thing. Once you get a build-up of odorless colorless gas covering an area to a depth of 12" or so and something ignites it - the entire mass of it explodes in one giant flash.
