The news was there reporting on a gas leak and evacuation when the blast happened (that is why the cameraman got hit with shrapnel). Interviews with the local people living there say they have smelled gas for weeks. The buildings and infrastructure are over 100yrs old. The gas company was there checking a leak underground when the explosion happened. They already had everyone evacuated.
