80% of all medicare costs are spent in the last 2 years of life. So, if the gov't can have people die 2 years sooner they save 80% of costs. That's a statistical fact and undeniable. It is certainly unethical and politically unacceptable to tell folks to die 2 years earlier. BUT, you can create a bureaucratic morass which effectively does the same thing. And now it is so.
