I googled 'obamacare preventive medicine' and so far the results I've found are inconclusive. I wouldn't be surprised if he isn't far from the truth though. Since you posted that thing, I wasted 5 minutes of my life reading it. Since I spent some years earlier on gaining skill in READING COMPREHENSION, I can tell you that it is not a description of Obamacare, but some hypothetical system of preventive care that the author is having a sort of wet dream about. Sort of pointless as well as off topic, but thanks for the diversion I guess ...
