A couple minutes with a hammer will break that lock. I've seen it done on better locks then that. Sometimes we have to chain things up at the farm to keep them from being stolen. Then the key vanishes.

Or get a large bolt cutter.

Or don't get so many parking tickets that have to clamp your car.

He may lose his driver's license since he intentionally blocks the road (felony) and will have to pay for the removal and the scrapping, anyway. If he removed the frame number they will still find him out (the number can be read out from the motor control unit), then he will go to jail for forging.

They are called bolt cutters. Also an acetylene torch would take care of one of those things permanently.
