It ensures joint and combined war fighting capability through operational directives, plans, orders, joint training and exercises and is the principle conduit of operations information and requirements between national command authorities, the Joint Staff, NATO, EUCOM and subordinate commands. The EPOC is comprised of eight divisions with specific missions:

Operations Division -- provides cross-functional teams to respond to emerging crises, conduct operations and day-to-day command and control through the Joint Operation Center.

Plans Division -- conducts near- and mid-term planning for counter-terrorism, contingency and crisis actions.

Hinan is Japanese for "Condemnation"
Shij is used in many languages, the most ancient is Old Tibetan, but the translation of the word I'm using is Albanian for "thresh"

i have just been googling the term hinan shij to see what it could mean.

i added letters and took letters away, some where rubbish.

1. small island resort china.
2. another was a technology company.

3. i did hinan shiji and this came up

"Evacuation advisory" (hinan kankoku) versus "Evacuation instructions" (hinan shiji)

the crying was hard to hear as signal was low but you could tell someone was crying, hard to dudge if fear or anything.

was this being transmitted in the uk?

no lol i just have a scanner radio, i had my phone on me at the time so ding dong here should of recorded it. Problem was it never even came to me to record it i was to busy with my ear next to the speaker trying to make sense of what they where saying.

if i hear again will have phone ready!

No its raining here but zero risk of flood.

BUT it could be to do with the flooding, i can get a signal up to 300 miles or so on my scanner.

OP, two questions for you that I cna't believe it wasn't asked yet.

You said that you heard this on a scanner. What freq. were you listing to? Was it Military, HAM operators ect...?
