If you lived in Germany, and no homicide occurred is due do the BAN on weapons, if you lift the BAN the homicide rates will be those of US. If US put a ban, you can hang out everywhere, already supposing that nobody might carry guns. If you're unsure, pepper sprays are terrific, the victim will be paralyzed.

I didn't have pepper spray but I had a taser and it still managed to get a shot off. Then the gun jammed...maybe you are right...maybe pepperspray is the answer...Tasers are more fun though...a tied him up and tasered him at will until the cops arrived 30 mins later. If I had had pepperspray the criminal would have been blind today and me in jail for injuring him..
