The smart bombs are already "on their own" and the Pentagon (or the pilot who drops them) are liable free. As the technical manuals indicate: there is a probability of error 9 times out of 10, neatly defined within a radius of X meters -- whoever gets killed because of that is collateral damage and isnt our responsibility...
