Your eyes are like video cameras which receive the light reflections. Now, consider how light works.. 1 particle of light when shot out of a gun for example will continue on, until it impacts something, in which point the light will reflect off of said object in every direction. These reflections bounce in every direction, and some do bounce back into the eye. When the person behind you (or where ever) is indeed looking at you, the light reflections are now coming into their eyes as the light bouncing off of you is perceived by their eyes. Indeed 99.9999 out of 100 people are not sensitive enough to perceive this very small change, yet most of us definitely know when someone is staring at us. Instead of having the light bounced off of us returning to us, it gets taken in by the eyes. Next time someone is next to you at a red light and you FEEL them looking over at you, you feel it because by them viewing your reflections, those reflections do not come back 100% as some was picked up by the other person's eyes.
