What was God doing before he created the universe?

Your God is too small. God also created time, which is largely an illusion. God is not only everywhere but everywhen. God created every instance of time, past present and future simultaneously.
So there is no such thing as 'before'. Time is just a constraint imposed on our universe to make one instant strongly dependent on a previous instant.
That's why Jesus announced to the Pharisees that he was God by saying, "Before Abraham was, I AM!". The I am is the eternal present occupying past present and future.
So you see God exists outside of time and is not bound by it's causality. There is no ordering of events, they all occur simultaneously.
There are some staggering implications of this, but I'll let you figure it out yourself.
