I remember during Bush era a bomber was transfering 5 nuclear bombs. Upon landing there were two missing.
Anyone remember that?

There is a shelf life to a nuke. If everything is not optimal, they can fizzle on detonation or not detonate at all. A conspiracy of this magnitude would require fresh weapons and lots of people in the know
