It would be a lot easier to get support for industrial hemp; look at all the problems states are having with the feds over even medicinal pot.

Established industries would oppose hemp farming since it has the potential to compete with the oil, plastics, pharmaceutical, clothing industries and many more in a big way. Unless they could grab a piece of the action themselves at the start.

Maybe some enterprising businesses will start to push for branching out in this manner to increase their profits and in turn create more jobs, lower prices, boost the economy & all that good stuff.
