There are a few reasons why.

First the bases in Japan and Germany are the result of those two countries losing WW2 the allies set up multiple bases to maintain order and keep the Soviets out. Most pulled out after a few years except for Canada which pulled out of Germany in 89 and U.S which maintains it's bases still.

Many of the other bases set up around the world are either there as training bases or as some form of joint operations working with the local governments. They were set up with those countries permission.

Lastly the U.S isn't the only country that has bases in other countries several nations that belong to both NATO and the UN have bases all over the world to either monitor hot spots or to be used as first strike positions if things get hairy
